Dear Colleagues and Friends,

We are getting ready for the V Russian Congress of Obstetricians and Gynecologists which will be held during Mother and Child XIV All-Russia Scientific Forum on September 24-27, 2013.

Over the last 5 years since IV Congress (2008) some positive results concerning the quality and availability of obstetric and gynecological care have been obtained due to adoption of modern technologies, development of specialty care, including high-tech medical care, development of standards and clinical protocols in obstetrics, gynecology and neonatology. We have been working on implementation of the Health National Priority Project, the Maternity Certificate and Maternity Capital Programs and the modernization of the regional health care. Among other important achievements were the improvement of equipment status in obstetric care institutions, organization of perinatal centers network, and creation of three-level obstetric (perinatal) care system. Currently, there are 57 perinatal centers in Russia, which play an important role in the improvement of pregnant women health and nursing of premature infants.

For the reporting period the birth rate has increased from 12.1 in 2008 to 12.6 in 2011 per 1,000 people, the maternal mortality has decreased from 20.7 for each 100,000 of newborns to 16.2 in 2011, perinatal mortality has decreased from 8.3 to 7.6 for 1,000 of quick-born and dead born children.

A lot of today’s reforming of national health care, including maternity obstetric service, depends on personality of medical workers, their authority and level of professional competence. Thus, one of the most important issues of the oncoming Congress of Obstetricians and Gynecologists shall be the improvement of qualification of medical workers. Professional medical Society of Obstetricians and Gynecologists plays an essential role in this issue.

According to Decree of the Russian Federation President No. 598 of May 7, 2012 On the Improvement of Public Health Policy a set of measures to improve the delivery of health care to population based on “Healthcare Development” Russian Federation state program shall be developed and approved by March 1, 2013. The mission to decrease the maternal mortality down to 14.0 and infant mortality down to 6.0 by 2018 is assigned.

With the account for the above information, acute issues of obstetrics, gynecology, perinatology and prospects for improvement of maternity obstetric service in Russia are going to be discussed at the oncoming Congress and Forum.
